Harrington said the proposed fund would help reimburse law enforcement agencies from other parts of Minnesota, which he said are willing to send personnel but concerned about the extra costs. The House public safety committee approved the proposal Tuesday, with an additional provision requiring law enforcement agencies to follow a model policy created by the state's police licensing board for responding to protests.

Minnesota lawmakers ban neck restraints after Floyd's death

The Minnesota Legislature passed a package of police accountability measures early Tuesday that includes a ban on neck restraints like the one that was used on George Floyd before his death in Minneapolis. Passage of the measures comes after nearly two months of negotiations that followed Floyd's death May 25. The Democratic governor had to call the special session to give lawmakers a chance to rescind the emergency powers hes been using to respond to the coronavirus pandemic. The session also gave legislators another chance to pass the policing measures and a bonding bill, which they were unable to agree on during last months special session. The bonding bill fell to the wayside as legislators worked to pass police reform as time expired on the session.

I'm deeply disappointed that Senate Republicans ended the special session before our job was done," Senate Minority Leader Susan Kent tweeted. The special session was necessary for Democratic Gov. Nation's streets calmest in days; police credit curfews

Earlier curfews and efforts by protesters to contain the lawlessness were credited with preventing more widespread damage to businesses in New York and other cities overnight. At least 12 deaths have been reported, though the circumstances in many cases are still being sorted out. Trump has pushed the nation's governors to take a hard line against the violence, tweeting on Tuesday that lowlifes and losers were taking over New York's streets. The New York Police Department credited the curfew, which was three hours earlier than the day before, with helping officers take control of the streets.

Speech advocate Annie Glenn, astronaut's wife, dies at 100

John Glenn and a communication disorders advocate, died Tuesday, May 19, 2020, of COVID-19 complications at a nursing home near St. Paul, Minn., at age 100. During WW II, the Korean war and two flights into outer space, Annie patiently waited for her John to come home, Butland said. The American Speech-Language-Hearing Association's Annie Glenn Award was created to honor people who overcome a communication disorder. The university bestows an Annie Glenn Leadership Award annually. The Glenns served on the board of the college, now Muskingum University, and Annie Glenn was named a distinguished alumni fellow in speech communications.
