La Niña conditions have been present this month and were expected to persist through April, with a transition to ENSO-neutral likely sometime between March-May.
For perspective, La Niña can cause colder and stormier conditions in the north, and warmer and less stormy conditions in the south. ENSO-neutral patterns in the US are generally normal, with cold temperatures in the Midwest and warm and wet weather in the south.
The official February Outlook released by NOAA puts Michigan near average with temperatures, but above average with precipitation.

If this outlook verifies, it would be fair to think that maybe we will have a much snowier February than January, but not as bitterly cold.
